Vinder describes himself as an ‘observation officer’ and it is clearly a role he is performing against his will since he signs off all his reports with ‘go to hell’. His employers are not revealed, but it does seem to be pointing to the Division or perhaps their police enforcers, the Judoon. When interviewed by the Radio Times, Anderson said that his character is a very good fighter pilot, which explains why he is not best pleased about being deployed in such a passive role.

He’s also been on Outpost Rose for a long time, so the Flux becomes his unexpected ticket out of there. We can expect him to use those piloting skills to great effect and perhaps to go rogue in retaliation against his employers.

Quite why the Judoon or the Division would call the outpost after one of the Doctor’s companions is something of a mystery, but the reference is surely intentional on Chibnall’s part so it’s unlikely to be a coincidence. If it’s a red herring, it’s a particularly nasty and unnecessary one from a writer who has teased he’d like to bring Rose back.
