Terry has always been fantastically funny, but the role he has in Brooklyn Nine-Nine shows the levels of comedy ability that he possesses, he's easily able to make any line or story of his hilarious.
Not only does Terry Jeffords have excellent comedian skills, but he also explores a lot of the shows heavier elements. The concept of cop mortality, institutional racism and PTSD are all subjects that are portrayed by Terry, and that helps to place him higher on the list.
Overall, Jeffords is hilarious and in regards to the narrative has an influential position in the show.
