19. Evil Buu
Evil Buu is the first of multiple forms of Buu to appear on this list. While other villains with transformations will appear once, like Cell and Frieza, Buu feels distinctly like a different character in every one of his forms.
After witnessing Van Zant shoot his dog and Mr. Satan, Majin Buu expels all his evil energy and thus Evil Buu is born.
This version of Buu is short lived, only appearing in a couple episodes. He immediately battles with Majin Buu upon being formed, overpowering him, turning him into chocolate and eventually eating him. This then turns him into Super Buu, a new form of the villain.
