20. Garlic Jr.
First seen in the Dragon Ball Z film Dead Zone, Garlic Jr. reappears after the Frieza Saga, but is done away with in a short amount of time considering he has a whole saga named after him.
The Garlic Jr. Saga is comprised entirely of filler material, and is completely left out of the revised and recut version of the show, Dragon Ball Z Kai. Thanks to this, it's incredibly easy to forget about Garlic Jr.
However, Garlic Jr. is the only villain in the entire Dragon Ball Z series who is actually able to use the Dragon Balls to wish for eternal life. This is something both Frieza and Vegeta aimed to do and failed. Even so, Garlic Jr. is imprisoned in the Dead Zone not once, but twice by Gohan.
Even with his bulky transformation that turns him into Super Garlic Jr., he is easily done away with by the Z Warriors. This paired with him being nothing but filler make for a really lackluster villain. The only reason he isn't dead last is because he's the only villain to succeed in using the Dragon Balls. A distinction not even Frieza can claim.
