12. Dr. Gero
Dr. Gero is a mastermind scientist who is the creator of the androids as well as Cell. In Dragon Ball Z, the Dr. Gero that we see is actually an android - Android 20 to be exact. After Goku defeats the Red Ribbon Army in Dragon Ball, Gero goes into hiding, creating the androids, modifying himself and studying Goku's power.
He doesn't offer much in terms of fights in the series, and is mostly there as an overlord of the other androids. In fact, most of his time with the Z Fighters is spent hiding from them after he witnesses 19 effortlessly defeated by Vegeta.
Ultimately, he meets his end at the hands of his own creations. After activating Android 17 and 18, they turn on him and kill him ruthlessly. He may be overshadowed in strength by a lot of other villains, but Gero's impact on the series is immense. Without him, there are no androids. Without him, there's no Cell. He's the first domino in a long line to fall, thus setting in motion the second half of the series.
