11. Android 18
The only woman to grace this list, Android 18 is the twin sister of Android 17 and one of Dr. Gero's creations. While she may take more of a backseat to her brother, she's just as brutal and strong.
In her first, and shockingly only fight in the series as a villain, she is able to handle a Super Saiyan Vegeta with ease. She even breaks his arm for good measure. In a brief moment with Krillin, she kisses him on the cheek, causing Krillin to fall for her. Thus sets in motion the redemption of Android 18. Eventually she is targeted by Cell and absorbed, being the final piece needed for his Perfect Form.
During battles with Cell, he his overpowered and regurgitates Android 18, who is then saved by Krillin. As the saga ends, Krillin wishes for the bomb inside her to be deactivated with the Dragon Balls. Eventually 18 and Krillin marry and have a child.
While it would have been good to see more of 18 in action, she has one of the most unique and interesting arcs in the entire series. She joins the likes of Vegeta and Piccolo as foes turned to friends.
