Every Major Gotham Villain Ranked From Worst To Best

During Season Two the show introduced Theo and Tabitha Galavan as siblings returning to Gotham after a long absence to wreak havoc on the city. They aim to take revenge for the Wayne family exiling their whole family decades previous while also banning their original name, Dumas.

As an original character, Theo Galavan was largely quite menacing and James Frain's performance was entertaining to watch. Or at least he was until the show killed him off after he gained too much influence within the city and even became its Mayor for a short time. It's disappointing because the antagonistic relationship between Galavan and Bruce Wayne made excellent screen time.

It all went downhill when Hugo Strange resurrected Theo. The villain now had enhanced abilities and was also brainwashed into thinking he's an assassin for The Sacred Order of St Dumas called Azrael. In the comics, the main version of Azrael is a member of the order, but isn't aware of it until his mental conditioning switches on.

The Theo Galavan/Dumas version of Azrael is a crazed armour wearing psychopath with no depth to him, and is just a narrative point to cause havoc across the city. He's eventually killed by a missile shot by The Penguin and Butch Gilzean because that's just the show Gotham is.

At least his armour was cool?
