13. Poison Ivy
Ivy Pepper starts out Gotham as a young girl whose father was murdered after being framed for shooting Bruce's parents. By the end of season four, she's been significantly aged upwards from being a young girl to a seductive young woman in her late 20s.
It's almost laughable: the main reason for the change is so that she'll be around a similar age to Bruce when he finally dons the cowl.
The original Ivy Pepper was played by Claire Foley whose performance bordered on being too whiny and irritating, so when Maggie Geha was cast as the aged-up version of Ivy, the character became a lot more interesting. She had a whole arc discovering her abilities and how she could influence people while still having a playful mentality.
The third actress to play her, Peyton List, also gave a strong performance, but the character just felt repetitive by that point. Still, during the Geha run the Poison Ivy character was fascinating.
