9. Scarecrow
During the run up to Season Four it was revealed that The Scarecrow would be returning after his origin took place way back in the first season. Seeing Jonathan Crane become the thing he feared the most was a great way of elevating his character. The costume he fashioned was undeniably creepy as it combined the sack-like mask with a breathing apparatus. Let's not even dive into set of stitches where his mouth should be.
Introducing his syringe glove gave the villain a Freddy Krueger-like ability to be viciously creepy. He's not been killed off just yet, so hopefully he'll make a horrifying return during Gotham's final season.
Scarecrow's arrival teased that he was going to be the primary villain plaguing Gotham this season, so it was disappointing when he was just a troublesome henchman working for Jerome Valeska. Crane was integral to Valeska's plans, but it just would've been great to see his fear toxin used in more innovative ways.
