3. Billy Russo (The Punisher Season 1-2)
Finishing in third place and ranking as the best villain from The Punisher is Billy Russo, played by Ben Barnes. Russo and Frank Castle bounced off each other with their brother-like bond making their later antagonistic relationship all the more thrilling. It's a daunting task to go up against the formidable Castle but Russo proved to be a worthy match - his natural charm and good looks were just as much a weapon as his military skills.
The carousel fight scene in The Punisher's Season 1 finale is perhaps the best showdown we've seen in any of the Marvel/Netflix shows (aside from Daredevil's famed trilogy of one-take epics). That memorable scream as Russo became Jigsaw brought sympathy to a character we were so desperately supposed to hate.
Russo's villainous run continued into The Punisher's second season although it wasn't the arc fans hoped for. The show's interpretation of Jigsaw saw Russo lose his memory and it was a slow journey to get it back and finally continue his crusade against Castle. The introduction of John Pilgrim made up for the slow burn of Russo's second season arc but it undoubtedly fell short of his first.
