7. John Walker Is A Poor Captain America

No one would be able to replace Steve Rogers as Captain America. This is why Sam chose to donate the shield to the Smithsonian, rather than take on the mantle himself, but the US Department of Defence took a very different stance on the issue.

After John Walker was given the shield, MCU fans immediately despised him without even giving him a chance, but in the two episodes since, he has only gone on to prove, to the surprise of nobody, that he doesn't have what it takes to carry the Captain America name.

He is arrogant, he threatened Sam and Bucky when they wouldn't co-operate, and he has no problem trying to physically intimidate civilians. This backfired however, as no one appeared to care who he was. The fact that he even said the phrase "do you know how I am?" proves just how wrong he is for the job.

Even at the end of the episode, he told Hoskins that as long as they got results, they shouldn't worry about the 'how'. He may be physically impressive, he may have earned a record number of commendations, and he can certainly handle the shield, but it takes far more than that to truly be Captain America.
