9. The High Sparrow
You could barely walk around a corner in Game of Thrones without finding some detestable villain who was loathed by the fanbase, and this guy was no exception. However, unlike more conventional baddies like Joffrey or Ramsay, he did things a little differently.
As the leader of the tyrannical religious sect known as The Sparrows, this character had a significant role to play in the fifth and sixth seasons. His attempts to spread his religious oligarchy came in the guise of peace and kindness, making his character incredibly hypocritical and easy to hate.
This created a fantastic sense of contrast, as he behaved like some sort of peaceful messiah but performed actions that were disdainful and tough to watch. It's especially interesting as Johnathan Pryce (the actor behind him) didn't realise he was playing the villain, making his performance all the more conflicting and three-dimensional.
Westeros is a land filled with cartoonish villains who love to murder and manipulate, so seeing a character take on an antagonistic role in this manner was a great change of pace for the show.
