In the end, Cersei's role in the final season was as a narrative Trojan horse to hide Dany's switch into being the real Mad Queen so it's somewhat understandable that she was sidelined a little. She did get her moment to remind everyone how much of a villain she'd become when she killed Missandei, but beyond that she didn't really have all that much to do.
The decision to stop her from going too far into darkness was actually a smart one, though, because it meant that her death had more humanity to it. Rather than it being a hollow, 11th hour about-turn by an irredeemable bad guy frightened of the immediacy of her mortality, her death became a chance for her to show some vulnerability and the last traces of her humanity.
It wasn't the most spectacular death - and many fans will say she deserved a better (or worse, more fittingly) ending - but it's important to note that she died exactly as the "regular" people of King's Landing did, which would have appalled the old Cersei.
