1. What It Would Mean

The return of Gregor, pretty much a certainty by this point, isn't a huge deal by itself. Yes, it's pretty cool, and he'll certainly be a really interesting character to see more of (in fact, Ser Robert is much more interesting than the Mountain ever was). But in terms of story, what really matters is his part in the trial, and who he's up against. The return of Sandor is a bigger deal because he's a bigger, more beloved character, and there's still much more to be explored with him. For instance, outside of fighting his brother, there's a good chance that he will still have something to do with at least one of the Stark girls, and would be a great help to either of them, which would be more of a completion of his arc. As for the immediate future of the fight though, what most obviously rides on it is Cersei's life. If the Mountain wins, then she will live. If the Hound wins, then it almost certainly means Cersei will be dying, and any last bit of power that the Lannisters have been clinging onto will be wiped out, meaning there will be a huge power vacuum in Westeros with major implications for the entire Seven Kingdoms.
