2. The Governor

The Governor is the TV series' biggest villain to date, and he made a huge impact in the comic book series. His real name is Philip in the show, but Brian in the comics is an unsuccessful entrepreneur who sees an opportunity in the apocalypse. He was an uninspiring figure in the old world, a mediocre, average Joe. But the fall of mankind presented him with a level playing field and he seized power of Woodbury, giving his new life meaning and authority. He'd been through the wars in the comics though, with an amputation among the many major issues that threatened to hold him back.
