Gotham: 10 Best Batman Villains Not Yet Used On The Show

8. Ventriloquist (Arnold Wesker)

A meek, dissociative man and his ventriloquist dummy: nothing scary or particularly villainous here, right? Wrong. Arnold Wesker AKA The Ventriloquist is one of Batman's most touching and disturbing foes.

The psychologically-compromised Wesker uses his dummy doll (dubbed Scarface, after Al Capone) to enact his villainous behaviors and pathology. And while he may be too silly for some, the 1990's show, Batman: The Animated Series, showed how the character could be used to instil grace, pathos and fear into a number of episodes.

There is no reason to think that the same couldn't be done in Gotham.
