Gotham is a show obsessed with Batman's Rogue's Gallery; there is no question about it. That said, it is also a show that takes an acute interest in the denizens of Gotham City who are less overt in their criminality.

The show has already explored classic characters from the canon that fall into this camp: characters like Commissioner Gillian B. Loeb and Detective Arnold John Flass. Strangely, Mayor Hamilton Hill, who has appeared in a variety of Batman-related media, has never been featured.

One of the most toxic and dangerous public servants in Gotham City's history, Hill's insatiable greed and megalomania are powerful attributes to explore. They would serve as another significant burden for the show's already tortured protagonists to bear.
