2. 'Into The Woods' (S2 E17)
Penguin is one of Gotham's most interesting characters.
He's capable of awful things, but he's got a lot of endearing qualities, too, and occasionally, it's easy to forget that Robin Lord Taylor's iteration of the character is an out-and-out villain.
Season 2's 'Into the Woods' removes any of these misconceptions, painting the character in the darkest light possible.
After undergoing Hugo Strange's treatments, Penguin's conditioning seems to have subdued him to the merest shadow of his former self, but meeting his estranged father Elijah changes all that. When Elijah dies, Penguin suspects his stepmother, Grace, and starts to investigate. All the while, Grace and her children (Penguin's step-siblings) abuse and humiliate him, although his conditioning prevents him from retaliating.
Into the Woods sees Penguin find that proof, and the taunting from his siblings causes his conditioning to fail. What follows is one of Gotham's creepiest scenes, where Penguin reveals to Grace what he's discovered over dinner, with his siblings notably absent.
When Grace calls for them (due to Penguin being overly creepy), he laughs at her, revealing that he killed them both, cooked them, and served them to her for dinner.
