Everyone's asking themselves that very question every episode. He appears to be a corrupt cop with a schizophrenic personality. Is he a good guy or a bad guy? No one knows for sure. On one hand, he forced Gordon to "kill" Cobblebot in order to prove his loyalty to Falcone, which somehow gained trust between the two. When Penguin turns up alive, Bullock is livid and ready to kill Gordon. Yet within that same episode, he is ready to follow Gordon into battle and save the day. Sometimes he is against Gordon, other times, he is fully with him. He is so confused about what he is that he is causing confusion among viewers as well. This may be an intentional character quirk that is meant to keep you guessing as to his true allegiance, but all that it is really doing is making his character look ridiculous. If he is a fully corrupt cop, let him be a corrupt cop. If he is a good cop (doubtful), let him be a good cop. The spontaneous personality changing of this vital character only make you feel as though you're being taken on a ride with no sensible conclusion. What do you make of Gotham?
