4. Clock King

Yes, you heard right, Clock King. He's brill.

Having already made an appearance on the CW's Arrow, the character has garnered some mainstream attention. For those still unaware of William Tockman's (see what they did there?) origins however, there's not really all that much to the character. He's a master mathematician, tactician and gimmick-heavy supervillain who has tangled with both Batman and Green Arrow on occasion, and a character that, should Gotham's producer's wish, would really add to the show's villainous potential.

Unlike the other character's included thus far, Clock King hasn't actually been confirmed for the show. However, it must be said that he's a perfect fit, especially if the series continues with its grim, albeit zany aesthetic. With clock-themed capers the norm with the character, it wouldn't be long until Jim and Harvey were involved in a race against time to put him behind bars.
