3. Tally Man
A definite unknown for those unfamiliar with the intricacies of 1993's Knightfall, the Tally Man is, much like Hush, a character that could very easily fit into Gotham, particularly if his origins were given close examination.
A victim of poverty and organised crime, the Tally Man's family were heavily targeted by 'debt collectors' and, in a particularly violent episode, he lashed out and killed one of them. Abused in prison and mentally distraught after discovering that his mother had committed suicide, Tally Man later donned the garb of an old-time tax collector, and went on to operate on behalf of Gotham's criminal underworld.
Like Zsasz, Tally Man's connections with the organised elements of Gotham's crime scene lends the character well to the kind of world Fox's show has been building. While not a character to take on a major role in any respect, having the Tally Man as an enforcer for the mob world would compliment Gotham's vibe perfectly, and allow the writers to tackle both an origin and criminal all in one go.
