7. Victor Zsasz
With Zsasz let's just cut to the chase and say that he should be a disturbed teenager, one that Gordon comes into contact with and tries to offer some mentorship to. This scenario would work as a nice mirror-arc to Gordon's relationship with Bruce. Even more interesting would be if Zsasz's identity isn't immediately revealed and he is introduced as a "John Doe" troubled teen, whose future hangs in the balance. Gordon could here be portrayed as waging a fight for the young man's soul, but one that, unlike with Bruce, he would eventually lose. This storyline would set-up a tremendously chilling climactic-reveal, where we finally discover who Zsasz is: After committing his first murder we see him use the blood stained knife with which he committed the crime to shave his head completely bald. He examines his new appearance reflected in a dirty window, before scoring his first tally mark down his forehead. Cool, right?
