3. R'as Al Ghul

There is a certain expectation with Gotham that the shadow of the Joker will loom over the entire series, until the point he is finally brought into the fold. This is something that Danny Cannon alluded to recently, suggesting hints to the character's existence could occur at any time. If the makers decided to slowly seed in the presence of another of Batman's greatest adversaries, then a good place to start would be R'as Al Ghul. With most of the character's listed here, there is a danger that they are being introduced too soon to be truly in-line with the later Batman mythos, but this problem is redundant regarding the immortal "Demon's Head". There are numerous ways R'as could appear, but slowly introducing him as a myth and legend, whose name is whispered amongst criminals, as befits that "superstitious and cowardly lot", would be a tantalising prospect. His inclusion could inspire all manner of storylines, dependent on what angle the writers take with his character, and whether or not his appearance would include an adolescent Talia.
