15. Carmine Falcone (Season 1)
Fellow mob boss Carmine Falcone, played by John Doman, outranks Maroni by a couple of places. Like Maroni, Falcone was also an antagonist of Gotham's premiere season but later retired from his life of crime once the mob war was finished. However, that wasn't quite the end for Falcone.
Falcone returned to Gotham to exact revenge upon Jim Gordon for killing his virus-infected son. Jim survived Gotham's five season run and so evidently, Falcone failed. In fact, he didn't even go through with the hit and called it off. In another act of moral goodness, Falcone later made the mistake of trying to control his headstrong daughter, Sofia.
Sofia shot him for getting in the way of what she wanted (clearly some Falcone's have more conviction than others).
Falcone didn't always feel like a villain and that's one of his biggest faults. Villains don't have to be evil through and through - some of the best are complex and exist in the grey areas - but Falcone was almost too good. He retired from crime, acted against his violent impulses and tried to do what was morally best for his family. This made him an interesting character, but not necessarily an interesting villain.
