Of course it should be worth noting that this was, according to the leak, a "Second Network Draft" - and therefore, not a final draft. The Gotham pilot that was leaked is not going to be the Gotham pilot that will air; not only will it have been rewritten a bunch of times since, but it'll have been rewritten once all the casting was locked down, will be rewritten on the set, and will be rewritten in the editing room. Lines will change through improvisation, characterisation will change through performances. Plus, y'know, most pilots aren't perfect. They have the unenviable task of setting up the characters, world, and central hook of a show in an hour of television, whilst also telling a complete story that's enjoyable to watch, rather than just a metric tonne of exposition. There's plenty to love even in the leaked script, besides: Gordon and Bullock's relationship is a little more relaxed than in previous depictions, some of the less obvious nods to Batman lore are fun, and it really does read like a police drama set in Gotham City. Which is awesome!
