One of the biggest surprises with Gotham has been the ascendance of the Penguin. Long relegated to a more secondary position in Batman's rouges gallery, the umbrella twirling mobster has been established as the show's premiere villain. Much of this has to do with the breakout performance of Robin Lord Taylor, whose work in several episodes has been loaded with visceral thrills, but also hasn't skimped on complexity. However, the show has also admirably invested in the character, giving him one of the most complete arcs thus far, while also providing him with a number of memorable, scene-stealing moments.
