7. Less Supervillains

Whilst it was a relief that Gotham finally found a tone and stuck to it rather than veering all over the map, it could probably do with losing some of the supervillains. When the series began there was a feeling of optimism, with the use of Year One and Gotham Central as reference points deflecting attention from the lack of need for a Batman prequel show. Then the good will began to plummet when it was revealed just how many of the Caped Crusader's future rogues gallery would be appearing as well, apparently pre-supervillain makeover, to the point that it now seems ridiculous that all of these larger-than-life characters existed for a good decade before their arch nemesis was allowed to drive. It also belied Gotham's attempts to be a crime drama, or a believable procedural, in any way. Yes, the first season mostly focussed on warring crime families, but it also had early versions of The Joker, Victor Zsaz, Poison Ivy, The Penguin, and Two-Face. It's fine to come up with a few original antagonists, and even just regular criminals to boot.
