One of the most heavily advertised features of Gotham, Bruno Heller has never been shy about revealing the number of Batmans enemies that will appear on the show. Gotham is going to put a spotlight on many of these villains and their ascension in the criminal underworld in the years before they fought Batman. It is a very interesting aspect because audiences will see how they played a part in shaping Gotham City during this time, getting it to a point so bad someone like Batman had become unavoidable. It is also very rare an extended look is given at a villains origins in the comics, especially before Batman ever existed. Backstory is always given about how a villain became the way they were, but it is one thing to hear about it and another thing to see it in a serialised television show where they continually evolve before the eyes of the audience. Oswald Cobblepot, aka The Penguin, seems to be Gothams main villain, or at least the villain who will be given the most focus in his transformation throughout the shows run. His official description from the show is having the brains of a chess grandmaster and the morals of a jackal. Cobblepot is a minion for gangster Fish Mooney, and hides his sadistic lust for power behind an exquisitely polite demeanor, perhaps hinting where hell fit into the overall story. As a gangster under Fish Mooney, the leading mobster in Gotham, one can assume hell slowly position himself to take control of the mob, placing him in the spot hell be when Bruce eventually dons the cape and cowl. It will be very intriguing to see how all the rogues became who they are in the comics. Just as long as The Joker never, ever, ever, appears on Gotham and is given an origin story.
