Poor Cathy, she wound up with more than she bargained for when it came to being in Frank & Claire's orbit. She was shoved down the stairs by Frank and in the end assassinated at the behest of Claire when attempting to flee. She was simply that most common of thing in political drama's, she was the person who knew too much.
She was always in the whole show and had her moments of power playing, but for the most part, she was at Frank's command, most of the time unwittingly.
Her ending was unfortunate for her because she just had no other options, a death that was undeserved but obvious.
