8. Peter Russo
Though Russo only appeared in the one season he was a very compelling and tragic character. A Congressman with a drug problem was always going to be something that Frank could mould and manipulate into whatever he needed him to be and his treatment showed off just how sociopathic either Underwood was capable of being.
From his children to his relationship with Christina Gallagher, Peter Russo was always making the wrong moves and entirely guided by what would make him feel good at any given time. That said, he wasn't a bad person and just needed help, which appeared to him to come in the shape of Frank.
Russo's encounter with Rachel Posner really kicked off his downfall and her own personal hell which lasted for a full 3 seasons. So much of what made the first 3 seasons of House Of Cards so entertaining was a direct result of Peter Russo's story and what effect he had on those around him. When Frank killed him, he had gained all he could from Peter and simply got rid of a loose end.
Though his death would haunt Frank to some degree under all those layers of dark, manipulative, political scheming, as when Frank was fighting for his life after being shot by Lucas he dreamed of both Russo and Zoe Barnes.
