9. Garrett Walker
It's fair to say that President Walker was one of the biggest victims of Frank Underwood's rise to power. His ultimate choice to pass Frank over for Secretary Of State would prove to put Frank on the path to taking the Presidency for himself and ruining the name of Garrett Walker in the process.
Walker always seemed like a good and moral President who just had no idea of what Frank was up to behind his back until it was already done. Nothing could have saved him from his orchestrated impeachment as Frank moved against him.
As a character, Walker was the ultimate position of power for the first 2 seasons and watching him try and work against an unknown enemy was fascinating to witness. He had good intentions right up to the end and seemed to be based somewhat on Barack Obama in his perceived temperament and moral standpoint.
That said, he was directly in the way of Frank's planning and ultimately fell to Frank's scheming. A great moral beacon for the show was ripped down by the Underwood's, which really illustrated what the show was always about. Power.
