Desmond was a character who debuted in the premiere of the second season, so he was given a prime slot. Eventually, he'd become an invaluable cast member, with a tragic backstory and premonitions galore. Thus, you'd need to cast someone who can be effectively troubled whilst also charming.

One great option for the role would be Colin Morgan, a young actor known for his roles in projects like Merlin, Humans and Legend (alongside Browning). He's a very competent actor with a dual sense of grittiness and neatness. He's proven to be very versatile in his array of characters, so he'd no doubt capture the multi-faceted complexity of Desmond with ease.

Now, it is important to note that Morgan's origins lie slightly southwest of Scotland, in Ireland. Still, he's very dependable when it comes to accent work, and the character could work just as well as an Irishman, so this shouldn't be an issue at all.
