The man named weirdly after Ian Somerhalder's biggest roles on TV was basically a glorified narrative device: like the upper police management already mentioned, he basically exists for balance to Mariah's more questionable political behaviour.
He's a by-the-book suit - a strangely isolated goody-two-shoes in a world bent by corruption and crime, but he's still thoroughly unlikeable. In the perverse world where Mariah starts as an anti-hero rather than a villain, his competition to her for her political seat of office marks him out as a sort of low level antagonist. We aren't supposed to be fans of him.
Even when he becomes a victim of Diamondback, his death isn't entirely unwelcome, which says a lot about how successful Clark Jackson's performance was.
