Given that Harlem is a mess of gang activity when Diamondback rears his head and seeks outright control (hence his The Warriors-flavoured first appearance), Luke Cage needed some other criminal organisations to be active around the fringes.

Domingo is the most active and the most notable of the other gangsters, working with both Cottonmouth and Diamondback (before sh*t badly goes wrong at the end) and representing the sprawling Mexican cartels.

He's okay as it goes: he doesn't really have enough to do, but he shows some greasy charisma and you can see him as a gangland player, even if he's not as volatile as Diamondback to his detriment.

It's just rather unfortunate that his surname is basically a-hole.
