Say what you will about the film villains of the MCU, but more often than not, their TV villains are great and Maximus is certainly no exception.
His motivations are not only believable, but arguably noble. So much so that, to a certain extent, he can be seen as more in the right than the good guys. His main goal is to end the toxic caste system in Attilan and establish equality among all Inhumans.
That said, he also displays some less than reputable traits to remind you that he is still the bad guy, such as his creepy obsession with Medusa and his heinous methods of achieving his goals, such as his apparent endgame of waging war on the humans of Earth.
Even so, he's the type of character you find yourself conflicted in regards to exactly how you feel about them and whether or not they actually have a point, not unlike Wilson Fisk from Daredevil.
Finally, Iwan Rheon is perfect in this role and (as anyone who's watched Game of Thrones will tell you) is absolutely brilliant when it comes to playing a bad guy. He's easily the strongest actor in the series, carrying his character and a good chunk of the plot to success.
