Kyle exists solely to be a whipping boy for Harold Meacham. This proves that he is a cruel man, apparently better than his abusive relationship with his son, which we also see and which is far more convincing.
On the surface it would appear that Kyle was written in to show that Harold's nasty streak has an extra level of sadism, but really, the truth of the matter is that his abuse of his son resonates far more than the torment of a stranger.
