Denki Kaminari, aka Stun Gun Hero: Chargebolt, may seem an unusual choice for the top of this list. He's ranked as the weakest member of Class 1-A, and with good reason, too. After producing a short burst of electricity, Chargebolt's brain becomes temporarily scrambled and he's reduced to a state of utter foolishness.
With a little training, the dope of the series could become a hero of great power. True, it'll take a complete attitude shift and a commitment to developing his hero skills, but stranger things have happened in the MHA universe.
Other characters with similar quirks give a glimpse of the power Chargebolt could boast once he masters his quirk. That lightning doesn't just have to shoot out in a barely-controlled stream. It could be used to provide momentum, allowing Chargebolt to run or fly through the air with amazing speed.
It's also been shown that, with training, Chargebolt could develop a larger capacity for electricity production without shorting out his brain. Eliminating that drawback alone would make him considerably stronger and see him charge up the class rankings.
