As class rep, Iida is the cog that keeps Class 1-A turning. He does a fantastic job of that but also goes one step further thanks to his compelling conflicts, hilarious personality and wickedly cool powers.
One of the biggest things you can feel with Tenya is the weight of responsibility. As a member of a famed hero family, he has a lot to live up to, and that reflects in how seriously he takes everything, even if it's just a simple task.
He's also a character who gets a lot of development thanks to his emotional conflict in the Hero Killer Arc. After finding out that Stain paralysed his brother, he went from an amusingly stoic try hard to a revenge obsessed vigilante, showing that there's plenty of versatility in the character.
He manages to juggle everything a character needs; good humour, likability, momentum and a dark side that keeps them from feeling too perfect. Thus, you better believe he deserves a place this high up.
