18. Mashirao Ojiro (Tailman)
Quirk: Tail
The man has a tail, and he can fight with it. In a TV show full of people blowing things up or creating weapons from nothing, it's not the most memorable power. Despite suffering from a boring quirk, Ojiro could have saved himself if he had a great personality to boot. Does he have that? No, he doesn't.
Ojiro is a couple of steps higher than the others because he at least gets a chance to shine at times - his run-in with Shinso in the UA Sport's Festival Arc being one such example. However, he's mostly a damp character with very little to say or do. He's stoic and sensible but doesn't do anything particularly exciting with it.
Again, if Ojiro was given more time to shine, he might have faired a lot better. Sadly, he comes across about as dull as his power.
