9. Greg & Tamara
The two-in-one deal of Greg and Tamara rolled into Storybrooke during the course of the show's second season. Halfway through the season, Greg drove into town seemingly by chance, with Tamara later arriving alongside Neal as his fiancée. Quickly, though, it was revealed that the two were in cahoots, working for the "Home Office" and tasked with ridding the world of magic. The pair eventually went on to torture Regina, use Hook's desire for revenge against Rumpel for their own gain, nearly destroy the town and even kidnap Henry to Neverland, with August 'dying' along the way and Neal taking a bullet from Tamara before falling into yet another portal. Though Tamara would later outwardly atone for her sins to an unforgiving Rumpel before her death, Greg had no apologies. After having his father taken from him and later killed by Regina before being left in the real world as an orphan destined to have no one believe him about his time in Storybrooke, Greg had a pretty solid motive for wanting to crush the unrepentant Regina. Both characters were quickly shoved aside for the Neverland arc, but between how close they came to succeeding in eliminating Storybrooke and how relatively justified Greg was in having a legitimate beef with Regina - a fact many fans seem to forget - the duo definitely provided a welcome, memorable shake-up.
