7. “The Face Of The Enemy” (TNG - Season 6, Episode 14)

While this isn't a Picard-centric episode, it's still an important one. It follows Deanna Troi (who is in Picard, remember - albeit briefly) who is kidnapped, given plastic surgery to look like a Romulan and forced to play a part in a Romulan plot to smuggle defectors from the Empire.

It's one of the most underrated TNG episodes, but most importantly, it offers more of a look into the schisms that run deep among the Romulan people and both the willingness of some to defect to the Federation and what sort of poisoned reaction that inspires in those left behind.

It's definitely a great one for a sense of perspective on the politics of Romulans.
