12. Lucky Luciano
If you were a history buff, or at least had some basic knowledge of 20th Century American gangsters, Charles "Lucky" Luciano was certainly a name you'd have heard a few times. With Boardwalk Empire taking place before (and subsequently ending around) the conception of The Commission; what viewers were treated to was the engaging rise of one of America's most prolific gangsters.
At the start of the series, Lucky was confident if a little temperamental, and sitting next to the more reserved Arnold Rothstein made him appear to be nothing more than a hot-headed and bullish brat.
As the series progressed, his aspirations and unities with the likes of Jimmy Darmody, Al Capone and of course his partnership with Meyer Lanksy, offered a well drawn-out narrative for a guy looking to step out the shadows of Joe Masseria and Rothstein.
Throughout the series, his allegiances between the Italian and Jewish mobs made for some of the more interesting dynamics. And while those already aware of history would know where all the roads eventually led, it was still engaging to watch Lucky struggle between his Italian heritage and his partnerships with the likes of Lanksy and Bugsy Siegel.
