17. Meyer Lansky
You can really tell (at least from the show) that Meyer Lansky went to the Rothstein School of Mannerisms and Decorum;
Alongside his childhood friend and business partner Lucky Luciano, Lansky served as the more level-headed of the two - less foul-mouthed and more prone to civil discussions than the former. Wherever one went, the other wasn't that far behind. And to see the rise of two prolific gangsters, from young pups to overarching crime bosses was a fascinating watch.
In the case of Meyer Lansky, it always felt like the series was barely scraping the surface of the character. With Michael Stuhlbarg dominating focus as Rothstein, and many of the criminal endeavours leaning more toward Luciano, Lansky unfortunately was often cast aside. But that's not to say he wasn't memorable. As the brains of the operation, and Luciano serve as the face and mouth, many of their criminal and logistical pursuits in the series were all thanks to Lanksy.
I'd be remiss if I said that Lansky played second-fiddle to Luciano; and from the third season onwards Lansky did start to grow into his own and show darker, and more wicked sides to himself. Perhaps if he'd had more of his own plot, he would have been further up in this list?
