13. Rhonda Pearlman
Meticulous in her work, Rhonda Pearlman was the Assistant State's Attorney and main prosecuting force for the major crimes unit in hunting the Barksdale organisation and subsequent investigations. She was skilled at what she does and was a stickler for the rules and the process of the law.
That being said, Rhonda was also conscious of the political ramifications of certain arrests and lines of inquiry and this awareness helped guide her to a relatively clear path to becoming a circuit court judge by the end of the show.
Rhonda also has a somewhat mixed relationship with McNulty, their affair being the downfall of his marriage, but his persistence to continue sleeping with her after the fact eventually irritated her. Her relationship with Cedric Daniels is far more healthy and heartfelt and by the end of the show, it is clear they care deeply for one another.
Rhonda was often a supporter of the major crimes unit's goals and ambitions which makes a change from the other more restrictive authoritative figures on the show.
