7. Ellis Carver
Although he is often linked to his more destructive and unprofessional partner Herc, Carver managed to breakaway from his friend and prove that he could be a good detective and sergeant in his own right.
At first, Carver is a violent, crooked and overall inhumane individual who enjoys beating down suspects and isn't afraid to snitch on his superiors to get ahead in the force. Eventually, after mentorship by Bunny Colvin who taught him how to be good police, Carver begins to develop a new world view that allows him to connect to those in his community and legitimately try to do the right thing wherever possible. His relationships with Bodie and Cutty Wise are specific highlights.
As Herc became more crooked and willing to bend the rules, Carver became more sympathetic and his rage at himself for failing to help Randy Wagstaff is a clear sign of his growth and emotional maturity. Carver learned from his mistakes and became far more than just one half of the comedic duo that he was with Herc.
