25. Roscoe Sweeney (Daredevil)
He may not have been strong, or even frequently featured in the first two seasons of Daredevil, but Roscoe Sweeny definitely earns a spot on this list as, for all intents in purposes, he is the reason Daredevil exists.
In his prime, Sweeney was a crooked boxing promoter who orchestrated the murder of Matt's father, Jack Murdock, after he betrayed him and won a fight he had been paid to lose. In a manner of speaking, Matt's crime-fighting career began then and there, as he spent some time trying to track Sweeney down before giving up.
After meeting Elektra Natchios in college, she found Sweeney, who was just as scummy as ever, so that Matt could take his revenge (which he did in a satisfying beatdown).
He's a pantomime villain, sure, but he's so convincing at it that you can't help but hate his guts.
