Not every superhero in The Boys is a member of the Seven, or even a member of a team at all. We saw very little of Shockwave throughout the first two seasons of The Boys, and will see no more in season three after the speedster's head exploded.

Shockwave's main role in The Boys came in the first season as he raced A-Train to crown the true fastest man alive, and if it wasn't for the latter getting pumped on Compound V, he almost certainly would have won.

This would have been his ticket into the Seven, and who knows what the effect of Homelander and the bigger public presence and sponsorship deals would have done to him. Vought planned to bring him into the Seven later after A-Train's heart and drug problems, but his untimely death came before he was able to claim his seat at the table.

Nothing he did during the series was particularly awful, but he also seemed comfortable with the actions of Vought. We'll never know what being a part of the Seven would have done to him, but it's hard to imagine he would have spoke out about it in the same way that Starlight did.
