20. The Anointed One

Introduced midway through season one, this vampiric child was set to be Buffy's main adversary in season two after she'd gotten rid of The Master, but as we all know too well, things didn't quite pan out that way.

But why is he at the bottom of this list though?

Well, he doesn't really do anything of significance during his tenure and is then swiftly killed once Spike and Drusilla rock up in Sunnydale. The truth of the matter is that the makers of the show were concerned that actor Andrew Ferchnland's noticeable aging would be an issue for a supposedly immortal child and decided it best to just remove the character entirely and introduce new villains instead.

This is likely for the best, otherwise, we wouldn't have been blessed with the wonderful pairing of Spike and Drusilla, who we'll get to later...

The Anointed One's only significant act in his brief stint on the show is leading Buffy to The Master's lair in order to fulfill the prophecy of her death, but aside from that he contributes nothing to the overall narrative before being unceremoniously dusted, and for that, he's the worst villain in the entire show.
