19. Harmony Kendall
It could be argued that Harmony has been a villain since the show's first season, acting as a cruel companion to Cordelia during their days of antagonising Buffy and friends over their fashion choices.
Her sporadic appearances over the course of the show's first three seasons were always welcome, but she didn't truly become a bad guy until her transformation into a vampire following the battle of Graduation Day. Although despite her newly acquired vampiric abilities, Harmony's sole weapons were her charm and bitchiness, which allowed her to quickly amass a gang of followers that would do her bidding - be it simple homicide or stealing fancy clothes for her.
Once her gang had dispersed, she soon became Spike's lover, assisting him in his various schemes to get the chip removed from his head or to finally kill Buffy, which typically always failed in large part due to Harmony's ineptitude at villainy.
Despite not being a considerable threat to Buffy, Harmony's presence always lit up the screen and her tantrums and barbs towards others were always good for a quick laugh, but as an actual villain, she falls way short of the mark.
