With the Skrulls' Wasp-bomb neutralised and their leader Veranke gravely wounded, it seemed the Skrull Empire was on the brink of defeat. As Wolverine was about to put the Skrull Queen out of her misery, Norman Osborn blasted her head off.

Because he got the killing shot, Osborn was hailed as a national hero. Since S.H.I.E.L.D. had been infiltrated by Skrulls, the US government thought it would be a good PR move to make Osborn the new director of the agency.

Due to Osborn being insane, a Gwen-killer and literally the Green Goblin, it wasn't too long before his new position of power went to his head. Ozzy dismantled S.H.I.E.L.D. and replaced it with his own counter-terrorism agency, H.A.M.M.E.R.

Osborn took on the superhero persona of the Iron Patriot and led his own team called the Dark Avengers, which was secretly composed of supervillains. He also set up a manhunt for Tony Stark to bring him to justice for his failure to uncover the Skrulls sooner.

Only after he laid waste to Thor's home of Asgard did people realise (or remember?) that Osborn might be a little bit crazy. In hindsight, it was clear killing Veranke ended one threat but created another.
